PAP Chairman Urges Tinubu and Ribadu to Exclude Amnesty Account from TSA System
Ibena Rufus Salvation, National Chairman of the Presidential Amnesty Programme (PAP) Phase 2, has urged President Bola Tinubu and National Security Adviser Nuhu Ribadu to exempt the PAP account from the Treasury Single Account (TSA) system. Speaking in Yenagoa after a meeting with Phase 2 leaders and delegates, Ibena explained that the delay in stipend payments to PAP beneficiaries was due to the constraints of the TSA system, not any fault of the PAP office or its Administrator, Dr. Dennis Otuaro.
Highlighting that the PAP office often deals with urgent security matters, Ibena argued that the TSA system, which centralizes government funds, hinders timely disbursements. He pointed out that the Federal Capital Territory (FCT) Ministerâs office had been granted an exemption from the TSA, suggesting that a similar approach should be considered for PAP to improve operational efficiency and prevent misunderstandings among beneficiaries.
Ibena’s call aims to enable the PAP to better manage its financial responsibilities and respond promptly to the needs of its beneficiaries.
