NHIS Secretary Rejects Alleged Plan to Target Fulani, Urges Dialogue-Based Security Approach

Professor Yusuf Usman, Executive Secretary of the National Health Insurance Scheme (NHIS), has rejected any alleged plan by the Minister of Defence, General Christopher Musa (rtd.), to wage war against the Fulani people.

In a media post issued on Friday, December 19, 2025, Usman described such an approach as “unacceptable, dangerous, and counterproductive,” warning that it could worsen ethnic tensions and undermine national unity.

He stated that the Fulani, like all other ethnic groups in Nigeria, are citizens entitled to protection, justice, and inclusion, and should not be subjected to collective blame or military targeting.
Usman noted that General Musa, as a political office holder, must adopt a civilian-oriented approach to security challenges, emphasizing dialogue, diplomacy, and intelligence-driven strategies rather than force.
According to him, past experiences show that military confrontation against communities does not result in lasting peace but often deepens resentment and insecurity.
The NHIS executive secretary stressed that Nigeria’s security challenges require inclusive and sustainable solutions that address underlying issues such as poverty, marginalization, and weak governance.
He called for open engagement with affected communities, traditional rulers, and other stakeholders, adding that peace-building, justice, and national cohesion remain critical to resolving insecurity across the country.
